The propaganda material reportedly condemned government policies and called for a boycott of upcoming local elections, according to Sunil Kumar Sarangi, Superintendent of Police, Rayagada. Such acts of sabotage are a known tactic employed by Maoist factions operating in the red corridor regions of India to assert their presence and disrupt governmental functions.
